In fact, if the 3DS is totally broken down, you can't use it to transfer data anymore. Therefore, we give you some other ways to get your data and history back.
If you have the SD card that keeps all the data, all you need to do is log in to your new 3DS. After that, all the saved files and games on the old 3DS will be transferred to the new one. But you also need to make sure that your Nintendo network-id is logged in.
If not, you can only ask the official technician for help. Just call Nintendo Customer Care and they will do a data transfer for you. A data transfer is required and you need to prepare the serial number on the new 3DS.
