No, you do not have to reinstall Windows after replacing the CPU. You can perform a universal restore to avoid Windows reinstallation.
After updating the CPU, you shouldn't need to reinstall Windows. You would typically only need to do that if you changed the HDD. Some parts could require new drivers, but that shouldn't require a new OS setup.
Yet, there is one situation where you might need to perform a professional installation or another task.
If you swap out the CPU for a more recent model that still plugs into the same socket but has a different internal architecture, it might occur.
The most extreme case would be if a Raven Ridge 2x00G processor were substituted for a Carrizo Pro or Bristol Ridge processor (based on Excavator and Graphics Core Next) (Ryzen and Vega). Both use the AM4 socket and will function together if the motherboard in question has the required BIOS support.
Nevertheless, because the CPU and GPU have distinct architectural designs, Windows will likely crash because it imports the incorrect processor support files. Similar issues would arise if you switched to a Ryzen CPU without integrated graphics and a separate video card.
