To install Windows 10 on a new PC without an operating system, you need a bootable USB drive or DVD as installation media.
The installation media must contain complete Windows 10 setup files to complete the OS installation process. EaseUS Todo Backup can help you create a bootable USB drive or DVD. If you plan to use USB as the installation media, it is worth mentioning that the USB should at least have 8GB of storage capacity.
Once you properly created a bootable media, here is the detailed guide about installing Windows 10 on a fresh PC without OS:
