Is Recuva a Recommendable and Safe Software to Get Deleted Data Back

Is Recuva a recommendable and safe software to get some accidentally deleted data back? I made a backup folder and then proceeded to install Windows 7 Professional 64bits on the PC. But when Windows started, the backup folder wasn't there. The disk data is very fragmented.
