Step 1. Connect an external drive or USB to this healthy computer and launch EaseUS Partition Master, enter "Bootable Media," and click "Create bootable media."

Step 2. Select an available USB and choose "Create." (You can also burn the Windows ISO file from the official site) to the USB.

Step 3. Plug the bootable drive into the unbootable computer and restart it by long-pressing F2/Del to enter the BIOS Settings. Then, change the WinPE bootable drive to the boot drive and press F10 to save and exit.
