One of the most common causes is a missing OS entry in the Windows Boot Configuration Data file.
Some users reported that they encountered Windows boot error 0xc0000098 after cloning the operating system, upgrading to Windows 11/10, or some other cases. These can all be attributed to the BCD being missing or corrupted.
To fix the startup problem caused by BCD-related errors, you should rebuild the BCD. Since you are unable to access the Recovery Environment, you need bootable media and reliable software like EaseUS Partition Master Professional to fix the startup problem caused by BCD-related errors.
This software has recently released a new feature, Boot Repair, specifically designed to fix a series of issues that prevent your computer from starting up, including BCD errors. Now, follow the steps to fix the problem.
Before you start the process, a Windows bootable media (USB drive/CD/DVD) is required to allow you to enter the problematic computer.
Stage 1. Create a bootable media.
Step 1. Connect the external drive/USB to a working computer and run EaseUS Partition Master.
Step 2. Go to "Bootable Media > Create bootable media" and select your device. Then, click "Create".
Stage 2. Rebuild BCD with EaseUS Partition Master.
