Can I Create a Windows 11 Disk Image for Another Computer?

My son is in another country that has a lot of restrictions on foreign software, especially games. Rather than continuing to struggle through, is it possible for me to create a disk image that already has an installation of Minecraft, and send it to my son to install off a USB or something similar?
