I have a 100 MB file in the recycling bin, and I then empty the recycling bin. Upon what conditions is my ability to recover that file dependent? Is it time-related? Does the size of the file change my chance of recovery? Does restarting my PC make it harder to recover the file?

Another critical factor is how much free space your hard drive has since the less free space there is, the more likely it is that ancient record information will be overwritten. A large file is more likely to have portions of it overwritten, corrupting the data.

Only a little new data is created on the hard drive when restarting a computer, making it not very likely that your file's data will be overwritten. So, restarting your PC has little influence on data recovery.

You can recover files from Recycle Bin after emptying them if new files are not overwriting the data in that file as they are created. Note that deleting or formatting a drive does not mean erasing the data; recovery is still possible unless the data is overwritten.
