We are attempting to use GPP to build a GPO that deletes all files and subfolders for the following path but have had no luck. Adobe Flash Player %appdata% We presume this is due to the subfolders not being empty, but we have no idea how to fix it. What can we do?

The GPP (Group Policy Preference) approach is advantageous since you may change it once, and it will be implemented on all computers. You can use the GPP to create, remove, and update commands. If a link already exists and you want to delete it, simply create a policy that deletes it. The only exception is if the link contains something dynamic, such as an alternative route calculated based on data like the current user or workstation name. With GPP, things get a little more complicated.
So you can check your problem of deleting the subfolders before you try to create the GPP item. You could try to repair corrupted hard drive. In the Start Search box, type CHKDSK /F and press "Enter". If the folder you want to delete is on a drive other than your C: drive, add the drive letter to the end of the command. For instance, CHKDSK /F E: If you receive an error after starting, restart and let the scan complete. Try deleting again.
You may usually unlock a locked file by restarting your device when you encounter a locked file with empty folders and subfolders. You can boot into Safe Mode on Windows to unlock and delete the files and folders if that fails.
