Hello. Since I upgraded from Windows 7 to 8 last year, and updated to 8.1 now. All my USB ports have slowed down. All ports transfer speeds up to 10 MB/s, and HD Tune shows 18 MB/s. I updated the BIOS, but that didn't fix anything. I have installed all the latest drivers from the Asus website. 2.0 speed is at least 25MB/s on Win7, 3.0 is up to 80MB/s. I've been trying to find the problem for months but have found nothing.

So it's like many upgrades in a row. I'm really not a big fan of Windows upgrades; it usually causes a lot of problems. When I want to change Windows versions, I prefer to reformat and do a clean install. If possible, you can try to install Windows 8.1 from scratch (clean install) and install all drivers one by one to see if it solves your problem. According to my experience, EaseUS Partition Master is a reliable and free tool for formatting or reformatting a hard drive. I'll tell you how to use it next.
Note: If you get vital data on the hard drive, back it up in advance.
Step 1. Launch EaseUS Partition Master and go to "Partition Manager."
Step 2. Right-click on the target hard drive and choose "Format."
Step 3. Follow the wizard and set the volume label, cluster size, and file system. Finally, click "execute the task" to start.
Next, reinstall your system and update/install your drivers one by one. There is one thing you need to pay attention to during the process. Different systems or devices use different drivers, so be careful when you update drivers or contact the manufactural to get help.
