Is 64GB Too Big for FAT32?

Is this possible to format a 64GB drive to FAT32? I've tried to use devmgmt.msc to format my drive to FAT32 but the process stuck at 99%, and then an error message saying "Volume too Big" showed up. Is 64GB too big for FAT32? Can I even format it to FAT32? Thanks in advance!

No, a 64GB USB drive or SD card can be formatted to FAT32 despite the limitations of the file system.

Although Windows limits users from formatting a drive larger than 32GB to FAT32, specialized third-party software can bypass this and format your drive to FAT32 if needed. So, a 64GB drive is acceptable for the FAT32 file system.

Step 1. Connect your USB drive or SD card to your PC and open EaseUS Partition Master.
