I Can't Format My RAW External Hard Drive, Please Help!

I have tried many ways but failed to format my 1TB RAW external hard drive on Windows Vista and Windows 7. I don't know what else I can do to be able to use my hard drive again. I hope someone knows a way to solve this problem. Thanks.
