Format a 64GB Flash Drive to FAT32 Free

I'm trying to format my 64 GB USB flash drive to FAT32, but when I turn on Disk Management, there is no option for FAT32, only exFAT and NTFS. I thought it could be done since it shows 99%, but then there is a 'The volume is too big' error bump up.
