What Is the Best Way to Clone a Damaged HDD to SSD?

I have a hard drive that performs strangely. When I write a new file to it, it appears that everything went well. The file is gone after a restart or after unmapping and mapping disk letters. Sometimes files appear corrupted; for example, a preview is displayed, but I am unable to open them.
