On your Mac:

Step 1: Go to Apple menu > System Preferences > iCloud. Sign in with your Apple ID.

Step 2: Find Photos > Options > check iCloud Photo Library > Done. Then, click Manage to upload the photo library on your Mac to the iCloud. 

On your iPhone: 

Go to Settings > [your name] > iCloud > Photos and then toggle on iCloud Photo Library. Wait for the photos to be synced to your iPhone.
