First of all, you need to make sure that there is enough storage space in iCloud to back up your device, or you won't backup your iPhone/iPad to iCloud at all.
Go to Settings > iCloud Storage > Manage Storage and check whether you are running out of your storage space. If there is enough space storage, you can try any of these methods below to mend iPhone/iPad not backed up to iCloud.

Step 1: Just go to Settings>General>Reset.
Step 2: Then click Reset Network Settings.
Step 3: After this, connect to your WiFi once again and try to back up your iDevice to iCloud.
Still not working? Repeat resetting Network Settings and connect to another WiFi network.
Not being updated may be the reason that you couldn't back up your iPhone/iPad to iCloud.
Step 1: Go to Settings>Apple ID (your own)>Sign out.
Step 2: Then log in again and try backup for another time.
If your iPhone/iPad failed to backup to iCloud and shows the error message "the last backup could not be completed", go to Settings>General>Storage&iCloud Storage>Manage Storage and delete the previous backup to fix the issue.
Restarting your iDevice and performing back up again is a handy way tackle iPhone/iPad cannot back up to iCloud.
Step 1: Hold Home button and Sleep/Wake button at the same time for a few seconds until the screen goes black.
Step 2: After rebooting your iDevice, try again.
